If you owe visa or mastercard and its gone into collections, can they take monies from your bank acct?

Your brother in law would have to a judgment against him for them to legally freeze his bank account. He needs to find out who sued him and where. Then he need to find out why he was not properly served if he wants to unravel this thing. Its going to be tough, though.
