New puppy does not have all her shots and can't go outside. Potty training suggestions?

Take her out on a leash. Why can't you take her outside - because she doesn't have her shots? No one can tell by looking at her that she doesn't have all her shots - and she can't have some shots (rabies, I believe) until she's six months old. As long as she isn't off a leash, I don't understand what the problem could be. Wee Wee Pads are a waste of time - you have to train her to use those and then train her again to use outside as a potty spot. Makes no sense.
