Why dont we tax the rich like we did in the Golden 1950's Decade?

When the top tax bracket was 91%. Any income over $2 million was taxed at 91%. We had 5% unemployment, GDp 4%, and CEO's made only 30 times their ave. employee pay vs 400 times the ave employee pay now.
