To end Social Security...Do you think this would work?

Should we allow people under say 55 to roll over and monies that contributed to Social Security into a private retirement account to manage themselves. Then over a period of say 15 to 20 years phase out and eventually end the program altogether. If you didn't contribute you get nothing. When you retire you're on your own with what you have saved and invested.
